Remove Paste Dependency for Auth

Paste is not Python 3 compatible and probably will never be compatible. Additionally, it doesn't make sense to use it to support a well-defined middleware pipeline (deployer doesn't need to define that pipeline).
Let's follow Ceilometer's lead and ditch Paste. Whether or not to load Keystone middleware can be enabled via marconi.conf.
