"There is a lot of inconsistency within OpenStack projects regarding this. Nova exception messages are all run through _(), but https://wiki.openstack.org/wiki/Translations states under What To Translate that exceptions should NOT be marked as translatable. It would be nice to have a concensus here and enforce it."
