zaqar supports filter for the queue

Metadata is a group of key-value pairs that belong to a queue. Generally, it's
used and set by end users. A user can create a lot of queues, Then he can add
the metadata {"keyx": "valuex"} to distinguish them. Users can filter the queue
by the specified key-value.
