Grace Period for Expiration of Claimed Messages

When a message is claimed, it's expiration should be extended to at least (claim_expiration + grace_sec). The grace period creates a time window during which another consumer can claim the message should the original consumer crash.
Q. Should this grace period be set per-queue or per-claim?
