Merge InsertionSortCollider and PeriodicInsertionSortCollider

periodic collider adds only a few data members to what the non-periodic flavor has already. At the expense of a little more memory usage perhaps, the code will be united. Sort will be still done in separate function (as they differ a lot), but the periodic flavor will support velocity bins.
