Categories that are independant of content type

Universal Categories would allow categories to act independant of, and across content types. eg, the category "Dutch" might apply to articles, images, links and files and eventually extend to custom content types like people, products, groups, sites, places.

I think, and this could be discussed, that it might be more appropriate to have universal tags (keywords) instead, and keep categories content-type-specific, which is a feature that can be useful. That would be my initial reaction, but I might have to think this thru myself.

Could we try to come up with scenarios where content-type-specific categories are necessary before we'd ditch them ?
