Switch to disable the attempted backup of the database

Once databases get very large, the automatic backup of the Xibo database at upgrade time can get very very slow, and if the host doesn't allow us to set infinite timeouts then the backup will fail and the upgrader won't allow you to upgrade without code changes.
Implement a switch in the upgrade ui that allows people to upgrade without backing up first.
