Overhaul Settings Page

Overhaul server settings page as follows:
* Add ordering numbers so the settings can be ordered more logically
* Add special divider/heading "settings" so that settings can be grouped under headings
* Add some more "types" that offer basic validation (eg int/float/bool)
* Add a field in the DB with a title for the setting to replace eg jpg_length -> Default JPEG Duration and update the DB translation strings to match. This will aid translators. Setting keys (eg jpg_length) will remain as they are but not displayed on the screen (or perhaps printed small in a light font for the sake of clarity).
