Move help out of the template

Remove the Help text from the template and make it form based (instead of located on the page).
Suggest a new directory called "lib/help" for this. Help would load into a form via AJAX - after being translated server side.

Have already moved most of the form help links over to the Wiki.
Also added a help button in the top right corner of every page pointing to some general help for that page.
The help links are looked up in the Xibo database before navigating - as an added security measure.
Should also mention that this was done in the translate-xibo branch as it directly effected the translation effort. Now the explanation and long strings will be translated in the wiki.
