Add the ability to reassign ownership of content
As a super administrator on our Xibo deployment, users often need me to create content for them. Right now if I want to create content that has that particular user assigned as the owner, I must log in as that owner to create/upload the content. I would like to be able to create content under my login, and then change ownership of that content to another user.
An example of how this might be useful is if I want to create a common layout that is private to my user, then copy the layout and assign ownership of the copy to a different user so it can be customized to their needs, and that customized copy is only visible or editable to that particular user or their group.

AH: Suggesting for 1.3 (which we've already finalised blueprints for, but this might just fall out of some other changes).
DG: 1.3 includes permissions on all media items such that you can assign view, edit and delete permissions to media and layouts... would this change supersede this blueprint?
