Improve upload of file based media

Would like to improve:
- Errors returned from the uploader (include custom errors about library location, files missing, etc)
- Have a data class for the media table that is called by all the modules (remove code duplication)
- Have the background stored on layouts be linked to layouts the same as other media. Also add file extensions handled by a module on to the modules table.
