Locking region size and position from region properties
I think it'd be useful to be able to lock the size and position of a region in place, so that it can't be accidentally moved, for example my LED screen only displays the top left 200 x 200 pixels so absolute positioning is essential. If another user moves or resizes it by mistake, it will look wrong... could be a checkbox on the properties window.

AH: Marking for 1.3.0 as I _think_ Dan already half-implemented this?
If it's a quick job, then we may as well include it here, otherwise it will slip to 1.5 series.

DG: You can "sort of" do this with the new permissions model by granting users the ability to view, but not edit the region. I think that it would also be useful to have a checkbox to lock the positioning for just that session. Will slip to 1.5 as there is a workaround using permissions.

DG: The 1.5.0 layout designer does not save changes to positions or sizing unless the user presses "Save" after making the change. Does this satisfy the requirement?
