Schedule Content Download with priority

Have a way to schedule content download with priority.
This will enable client to download content overnight and reduce traffic during busy network time.
Priority could be Normal or High, High would download ASAP for Critical Content error (Price etc) Suggest having a Store hours Configuration and use that as the key to when to allow downloads.
