Display Overlay (eg Global Banner Message)

The ability to choose per-display a second "overlay" layout that will run over the top of all other content.

This would be useful for example where you want to overlay a global banner message, or add a station-ident style logo across all layouts etc.

Will be implemented as an additional option in Display Management and an additional record in XMDS Schedule return. Also required files will need to be updated to include the additional media items as required.
