Force option to the delete cmd for Layouts and Media

In 1.4.2, and probly also 1.2.2, I have delete problem for Layouts and Media. They will only go in pension status, and I'm not able to take them away from the layouts or library.
I miss a FORCE option in the delete command for SuperAdmin to delete layouts and media although they have wrong information that they are in use.
The user will take response that the object not in use.
