Group layouts in to Campaigns

It should be possible to group layouts together in to atomic units - campaigns - which can then be scheduled or used as a default layout.
It should also be possible to adjust the order that layouts or campaigns are ouput in the schedule so that the user can insert a layout or campaign in to the middle of an existing schedule.
