Import a general CSV file

Some banks provide account transaction data in form of CSV (comma separated values) files only. wxBanker should be able to import these files.

User interface:
 Assign csv file column numbers to wxBanker data columns (Date, amount, description). Specify date format (dd/mm/yyyy, yyyy-mm-dd etc), decimal point separator, csv field separator used in the csv file.
 Make it possible to set the "description" field as a concatenation of csv columns.

Templates:
 user should be able to save csv-to-wxBanker mapping information in templates for importing csv files from different banks repeatedly.

2009.01.31 mrooney: I am looking forward to this. Mint.com, which allows you to interface with almost any bank/creditor/investment, can export csv files. With your code I can allow users with Mint accounts to import transactions automatically, including for new accounts (perhaps prompting on account creation). I also want to add the ability to show whether or not a wxBanker balance is in sync with the actual account, if the user links the account with Mint.
