My plan for displaying results is twofold:
1. Does the user have the rights to view all users?
2. Does the user have the rights to disable/
If both of these cases validate, we'll show each row with a control surface which enables the actions on the record. If the theory works here we'll likely reuse it for all data "lists" throughout the UI.
