Edit a user account
A method should be created which produces a user edit-form based on two criteria. If a user id is supplied for form creation; the user account currently authenticated should be verified against the list of administrator accounts. If this test succeeds the user should be able to modify the account record. If this test fails; only cases where the requested user id matches that stored in the session will be allowed. This method should also accept details for a user record and; provided the same tests pass update the record for the user in the database.
