Optionally prevent internal moves without enough suppy

For some customers, it is important that the stock level of physical locations never becomes negative, for instance because it may confuse the assignment logic. We propose that draft_validate on an internal picking does a check_assign instead the current force_assign, effectively avoiding impossible moves.
This will be controlled by a flag on the warehouse (defaulting to False).
