Implement start-up connectivity diagnostic tests

The application should let users know about the state of their connectivity settings so these can be changed to enable full functionality. These include:
+ WiFi is ON/OFF (Required for indoor tagging)
+ Fine location (GPS) is ON/OFF (Required for pre-filling location info)
+ Network location is ON/OFF (Required for pre-filling location info, GPS fallback)
+ Geocoding server is UP/DOWN (Required for pre-filling location info, GPS fallback)
Links to settings pages for each feature should also be offered.
