Release Winterize into PyPI

Winterize will be a package available in the Linux distribution repository, but it also will be released into PyPI as well. See the specification URL for how to deploy to PyPI. The rationale is that one should be able to use Winterize with nothing more than a Python installation and PyPI, on any operation system. Durable instances will be addressed in another blueprint.
