Smarter Indicator Scrubbing

We have a problem right now where scrubbing across indicators is a little visually jarring due to the animation of popovers being opened and closed over and over.

Something I brainstormed with Avi last night was that instead of having separate popovers for each indicator, what if the indicators behaved more like tab controls for the same popover. That is, we'd swap out the contents of the popover and move the arrow instead of closing the popover and opening a new one.

I imagine achieving this would probably be dependent on migrating to a different kind of indicator architecture.
