We need to stop relying on Unity indicators since their look and feel is out of our hands. WingPanel ought have its own framework for indicators where how they operate falls under how we want Pantheon's experience to be.

I think we'll still want it to be an extensible system. Maybe something LibPeas or Gmodule powered (like Switchboard?). But in order to do more complex layouts we'll definitely want to be using Gtk.Popover instead of menus (or our hacked menu drawing). Something to consider is if we'll need to retain Ayatana compatibility while we transition. --DanRabbit
