I've created a UI mockup for the dialog:

This is a similar interface as provided in Settlers II, but I changed it in a way that it takes less space, because in Widelands exists far more ware types than in Settlers II.

To change the transport priority the user just have to click on the ware that's priority he wants to change and then click on the corresponding button to move the priority for this ware up or down. The 5th button on the right side resets the whole priority system to its default values (this is often quite useful if you played to much with it ;-) ).
