In regards to the design, I think that we should not just look at OUR design but the design and future plans of the other indicators.

To that effect, there should be NO scrolling.

Also, I agree with the mockup from omg. The original thinking behind the multiple locations was that people would want to know the places near them so as to formulate a more coherent picture of their local weather. But I do believe that the forecast is a much better idea and has the same overall effect.

The only question is, what are the intervals we use in the forecast? Days? Hours? If days, how many? These are the questions that must be answered BEFORE we make any decisions about the direction we pursue.
