Waterfall Administrator object

In addition to a read-only Waterfall Client, a new Waterfall Administrator object must be implemented, which will provide additional read-write functionalities. This Administrator object should be implemented using structure inheritance from the Waterfall Client; and will expose a common and fixed API. The first development will be based on the Postgresql Backend, which will need also additional updates.
