workload evacuate

If one compute node is marked as down, that may means the failure has already happened to the compute node. Then we need to evacuate the instances which are running on this node.
We need to do following things:
* add an action to evacuate all the instances of the failure compute node
* add a strategy which trgger the evacuate action
