Workload balance and consolidation strategy

Current we only have strategy to do workload balance and consolidation respectively.
This strategy can do workload balance and consolidation in one strategy. And it is proposed to keep the workload in a range that users can set.
Strategy is like the following:
1) users set upper threshold and lower threshold of workload: CPU util and RAM util
2) when the workload goes above the upper threshold, strategy does balance
     similarly when the workload goes below the upper threshold, strategy does consolidation
3) and one thing to mention is that the strategy does workload balance and consolidation together, but there is an order that it checks the condition for balance first and then followed workload consolidation.
