Add Watcher Service List Command

Since Watcher has 3 daemon services, it would be great to know states of them. For example, service-list command will show the following info:
1. Service ID (int value)
2. Service Name
3. Host the service is based on
4. Status of service (ACTIVE, FAILURE)
5. Last updated (we would know when service crashed)
Nova, Neutron, Ceilometer, Cinder, Trove and some other services have the similar commands.
