watcher need support watcher-service delete
Currently, watcher service list can list all services like:

| 821 | watcher-applier | watcher-

It will be able to see both the service state is ACTIVE and
the service state is FAILED, in fact these FAILED services are no longer used. This will cause the user to trouble.
Therefore, we maybe need to provide a command that can delete the service that is not used.
