Trigger audit via a notification

As of now, we trigger audits from the API but calling the Watcher RPC API which asks the decision engine to handle the execution of the audit. In order to loosen the coupling between the API and the decision engine, we should change this trigerring to rely on the notification system introduced in the Ocata cycle.
