Trigger action plan via a notification

As of now, we trigger the execution of an action plan from the decision engine by calling the Watcher RPC API which asks the Applier to handle its execution. In order to loosen the coupling between the Decision Engine and the Applier, we should change this triggering to rely on the notification system introduced in the Ocata cycle.
