Provide a cache to collect metrics periodically from Ceilometer

Today we are requesting metrics every time an audit is requested, this is clearly a bottleneck and a scalability issue.
We need to provide a cache management with a local DB (cluster history DB) that will be refreshed periodically. The refresh frequency must be defined in Watcher configuration.
