feedback metrics to ceilometer

Every audit, watcher migrate instances not directly based on the metrics from ceilometer. For example, workload_balance strategy retrieve the metrics 'cpu_util' of instances, then it figure out the node_cpu_util and avg_workload of the cluster. This processed data represents the cluster state, and determines the migrations of instances.
If watcher feedback this processed data to ceilometer, further display on dashboard, the users can clearly perceive when and how the watcher optimize the resources.
