watcher

implement devstack plugin for watcher to work in devstack

Currently watcher is not integrated with devstack, implementing devstack plugin for watch could help developers to work with it.

It also would be beneficial if we had detailed steps on how to get a multi-node devstack environment up and running to use with Watcher since Watcher is most beneficial when there are more than one node.
