basic power save strategy

For a data center with large amount of physical hosts, the total power
consumption is tremendous. We want an strategy to reduce the power cost.
The compute resource is not always efficient used. If workload is
low, watcher will release some compute node by consolidation strategy.
Then we can power off some nodes. When workload grows and is heavy,
we power on some poweroff nodes to further optimization.
