What strategy should I choose?

We can analyze the cluster statistics to provide the better goal for user. For example, in the power consumption doc https://software.intel.com/sites/default/files/m/d/4/1/d/8/power_consumption.pdf is said that most data centers have a typical loads of 10 to 15 percents. If adviser-to-choose-strategy find out that its cluster have low load, it can propose to choose consolidation strategy.
