Add new client commands to control cluster balancing
We suggest adding a tool called ‘rules’ to restrict the loadbalancer working area.
Commands of watcherclient provide creating, deleting and browsing of these rules by a cloud administrator.
List of suggested commands:
* watcher-rule-list;
* watcher-rule-add;
* watcher-
We also propose including a command, that allows displaying current statistical information about workload of compute-nodes for the sake of administrator's convenience:
* watcher-host-list.

Could you work together on a common specs ?
Note there is dedicated launchpad for watcher client blueprints.
I suggest, in this blueprint, to just explain the functional needs, with a detailed spec. Technical impacts should be identified into the spec (not into the blueprint). And do the same work for watcherclient (but separately)
