Display plots related to noisy neighbor strategy

It is vital for a cloud admin to have server utility information apart from cpu usage like L3 cache usage, memory bandwidth usage, etc. The current dashboard version does not show this information. This blueprint adds an option to view L3 cache usage and memory bandwidth usage of a server.
