A wiki based site may be the best option for this. The wiki should be more up to date than a shipped version of the documentation in line with trunk features. It could include a released version manual and a seperate manual for trunk version which could then be integrated for release.
Packaging the help information for inclusion with a release archive should be possible but would need review.
