Configure Affected Resources for Zabbix Triggers

Currently zabbix_conf.yaml file is used to configure the resource type and resource name of a Zabbix host. In case of a trigger failure, zabbix datasource creates an alarm in vitrage on that host.
In some cases, we would like to create the alarm on a different resource. For example, if the hosts are using Ceph to handle Shared Storage between the hosts, if ceph has a problem on one host it will appear on all the hosts. If we have 10 hosts, it would make sense to just raise one alarm in Vitrage, on a new vertex of type "ceph service" or something equivalent.
We need to expand the config file and add an option to map for a specific trigger the type of resource the alarm should be raised on
