Add an API to validate static datasource format

The static datasource in Ocata is very flexible. One can define in a yaml file any type of resource or alarm. There is a need to add an API to validate the yaml file, e.g. to make sure all relationships point to entities that are defined in the file. The template validate code might be reused.
