refactor aodh notifier to use aodh custom alarms

Deduced alarms are created as aodh event alarms by the notifier. Once Aodh custom alarms are implemented we should use these instead. This will allow aodh users to receive notifications, and allow raising multiple alarms with the same name on different resources.
