Prioritize template-triggered vitrage events (for correctness)

For correctness of operation, the deduced actions (raise alarm etc) triggered by a given event need to all happen in a logically-instantaneous manner. That is, as if they happened as a bulk operation. To this end, we would like to give deduced events a higher priority in the event queue. The significance of this feature is primarily for highly-volatile environments.
