CRUD API for Vitrage Templates

Currently, Vitrage templates are loaded from a specific folder during Vitrage startup. In this BP, we add CRUD support for template addition. This means that templates can be added/removed/modified when Vitrage is up; a list of templates or scenarios can be obtained; and that templates added via API are stored persistently so they can survive Vitrage restart.
