Call Nova Host Evacuate

In case vitrage detects/deduces that a host is in ERROR, and there is a mark-down action in the relevant template, vitrage nova notifier calls nova force-down API to mark the host as down. We should add an option to call nova host evacuate as well. This capability should be switched on/off in a config file
