Support bidirectional deduce and suspect status

Vitrage supports root cause derived downstream alarms. When a
downstream alarm is monitored, we also hope to find out the probable state
of upstream root cause.
We introduce **suspect** state to represent that this alarm may happen. Monitored
alarm has a explicit state, and only deduced alarm has suspect state. Suspect state
is also involved in alarm merge rule and diagnostic action mechanisms.
