AngularJS unittest with Jasmine and Karma

We should not allow developer to commit angular code without unit-test.
So we need a mechanism to test angular unit-tests before commit the changes .We can Jasmine and Karma to test angular unit-tests.This blueprint will implement that mechanism in vitrage-dashboard.

We also need to add a new gate job nodejs4-jobs for vitrage-dashboard. I will submit new patch for that.
