The program "aggregate-
perfectly, and it's too complex and confusing. "alarm merge" can be implemented more
concisely.
The same alarm on one resource object, regardless of how it's generated - monitored or
deduced or both, will be merged into one alarm vertex in graph. How to merge the alarms
is the focal point.
